The mechanical plant used obsolete technology and was dangerous to maintain. There were severe grease and odor problems. EBH worked closely with the City of Stockton to design and construct a new treatment facility which includes:
- Pump station and forcemain
- Odor control system
- 3-cell Wastewater lagoon
- Chlorine disinfection of effluent
- Treated Effluent pump station and forcemain to local golf course

Solid grease over 1 foot thick would build up in the wetwell, and hydrogen sulfide concentrations often reached dangerous levels. The oxygen and ozone system pre- treats sewage as it comes in, making the grease more soluble and eliminating odor.
