The City of Anthony needed a water treatment solution to accommodate its citizens. The original proposed site for the wetlands cells had unsuitable soil for construction and was prone to flooding. EBH worked with the City to select another site, and designed a holding pond to provide additional treatment prior to discharge to the wetlands cell.

The existing three cell treatment lagoon system did not provide enough treatment and was not going to meet upcoming EPA regulations. Because EBH engineers knew the changing regulations, they were able to provide the City of Anthony a long term solution. These solutions designed by EBH included:
- Aeration and recirculation of water from final pond to first pond to prevent overloading and increase detention time
- Repair of berms and plastic liner
- Construction of treated effluent pump station and forcemain
- Construction of additional two cells so that facility would become non-discharging
There was additional funding left over after construction of the holding pond and wetlands cell, so EBH worked with the City and contractor to identify existing infrastructure that could use improvement. This included:
- Relining sewers with cured-in-place pipe (CIPP)
- Spraying manholes with corrosion resistant coatings
- Replacing old lift stations
- Installing a new generator
