Colby Community College Farm Drainage Improvements 2020

I.        General Information

Colby Community College, founded in 1964, is a comprehensive community college serving the northwestern Kansas region.  Student credit hour enrollment is approximately 31,000 credit hours with nearly 1,033 fulltime equivalent credit hour students.  Colby Community College also serves a wide variety of business and industry clients.

Colby Community College is governed by an elected six-member board of trustees and is considered a coordinated institution by the Kansas Board of Regents.

The total annual legal budget actual expenditures for the fiscal year ended June 30, 2019 was nearly $16,300,000.

II.      Scope of the Project/Disclosures

Colby Community College is looking to accomplish the following:

Colby Community College (CCC) is currently seeking competitive sealed bids for the College Farm Drainage Improvements.  Please find the attached Bidding Documents and Plan Set showing the proposed improvements.

Overview: Major items of work include: 4207 cubic yards of common excavation, 4848 cubic yards of compaction of earthwork, 130 lineal feet of pipe culvert (12”)(CSP), 256 lineal feet of pipe culvert (18”)(CSP), 5049 square yards of gravel surfacing (1 ½”), erosion control, seeding and other apprentices.

Project Timeline:

Work on site will be subject to the following sub-project completion timeframes:

Sub-Project Working Days:

South Pens      10 Days

Main Road      15 Days

East Road       15 Days

North Pens      10 Days

Estimated Early Start Date:    May 24, 2021*

Project Completion Date:       August 14, 2021

*This project will not commence until funding has been secured. Project early start date may be adjusted due to funding timelines.

Exclusions: Any project exclusions or any portion of the bid that cannot be completed must be disclosed in an area labeled exclusions.

Sales Tax: Colby Community College is a tax-exempt entity and all sealed bids should reflect the exclusion of sales tax.

Vendors are required to physically look at and measure the project site.  The physical inspection must occur on or before August 31, 2020, by noon.  Please coordinate these activities with Seth Carter, (785) 460-5400 or e-mail him directly at seth.carter@colbycc.edu. III.       Bidding Documents

Electronic copies of the Bidding Documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room.  Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

Bids will be voted on and approved on by the Board of Trustees on September 21, 2020.

Statement of Disclosure: The board reserves the right to reject any or all bids, to accept that bid which appears to be in the best interest of the college, to waive any informalities in any part of any bid, and to reject any or all bids received after the date and time specified. Any bid may be withdrawn prior to the scheduled time for the opening of bids. The bidder to whom the award is made may be required to enter into a written contract with the college and provide a performance or public works bond as required by law or the Board of Trustees (where applicable).
