Bids for the Colby Estates Addition Sewer Improvements 2021 will be received by hard copy at City Hall, 585 N Franklin Avenue, Colby, Kansas 67701, or electronically on the online plan room of the engineer: www.ebhengineering.com/plan-room, until 2:00 P.M, March 10, 2022 local time. At that time, the Bids received will be publicly opened and read immediately after the specified closing time. Interested persons may attend live bid opening in person or by live teleconference by dialing 1-785-289-5712 and entering conference ID 47798744#. A link to the video feed of the bid opening will be sent to plan holder’s email addresses on the day prior to bid opening. Bids received after this time will not be accepted. Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis.

Major items of work – Improvements to the Colby Estates Sewer System will include installing approximately 2,546 l.f. of 8” SDR 26 PVC sewer main, 11 manholes, 883 l.f. of 4” Schedule 40 PVC sewer service lines, and appurtenances as required. Existing sewer facilities shall be kept in operation at all times.

Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Davis Bacon Wage Requirements – All laborers and mechanics employed by contractors and sub-contractors on projects funded directly by or assisted in whole or in part by and through this agreement shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of chapter31 of title 40, United States Code. The Contract Documents must include 29 CFR Part 5.5(a). When the project is advertised for bid there must be a section in the contract documents that lists the required wage rates for workers

American Iron and Steel – All of the iron and steel products used in the project must be produced in the United States. The term ‘‘iron and steel products’’ means the following products made primarily of iron or steel – lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
Labor Standards: The prevailing wage rates of the State of Kansas apply to this contract as do any requirements of the State of Kansas associated with the use of these State Prevailing wages. The prevailing wage rates of the Department of Labor apply to this project.

Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

Owner reserves the right to waive irregularities and to reject bids.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
