Bids for the Part 1 – Water Service Improvements 2021 project will be received electronically on the online plan room of the engineer: www.ebhengineering.com/plan-room, until February 10, 2022, at 2:00 CT local time. At that time, the Bids received will be publicly opened and read immediately after the specified closing time. Interested persons may attend live bid opening in person or by live teleconference by dialing 1-785-289-5712 and entering conference ID 721817425#. A link to the video feed of the bid opening will be sent to plan holder’s email addresses on the day prior to bid opening. Bids received after this time will not be accepted. Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis.

Major items of work: This project will consist of removing existing meters and installing new meters on approximately 75% of the town. It is estimated that approximately 992 services will be involved. The existing mechanical meters will be replaced with Badger meters and pit transceivers. It is estimated that approximately 651 – 5/8” meters will need to be removed and replaced, 83 – 1” meters will need to be removed and replaced, 12 – 1.5” meters will need to be removed and replaced, 29 – 2” meters will need to be removed and replaced, 1 – 3” meter will need to be removed and replaced, purchase of 3 – 8” mag meters to be installed by the city, and 995 cellular endpoints with new meter boxes at all services in town.

All materials removed will be City property and shall be delivered to the City water treatment plant. A meter work order shall be completed for each meter completed. All backfill shall be compacted so that no settling occurs.

All of the iron and steel products used in this project must be produced in the United States and certifications of such production must be provided to the owner prior to installation.

Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Project Funding– This project is funded by the Kansas Public Water Supply Revolving Loan Fund provided by the Kansas Department of Health and Environment (KDHE).

Equal Employment Opportunity – Bidders on this work will be required to comply with the presidents Executive Order 11246 (Equal Employment Opportunity) as amended. Requirements for bidders and contractors under this order are explained in the specifications.

Anti-Discrimination – “Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.)”.

Responsibilities of Participants Regarding Transactions – “Bidders must fully comply with Subpart C of 2 CFR Part 180 and 2 CFR Part 1532, entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.sam.gov are not eligible for award of any contracts funded by the KDHE State Revolving Fund programs.”

Anti-Lobbying – All contracts and subcontracts exceeding $100,000 at any tier under a KPWSLF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.

Davis Bacon Wage Determination – Conditions of employment to be observed and minimum wage rates to be paid under the contract (Davis Bacon Act), Section 3 of 1968 Housing & Urban Development Act.

American Iron and Steel – All of the iron and steel products used in the project must be produced in the United States. The term ‘‘iron and steel products’’ means the following products made primarily of iron or steel – lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. A Certification form must be submitted with the bid documents.

Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

Owner reserves the right to waive irregularities and to reject bids.
