The City of Goodland will receive sealed bids for the Goodland Topside Trail 2019, at City Hall in Goodland, 204 W 11th St., P.O. Box 59, Goodland, Kansas 67735 until 11:00 am MT, Tuesday, November 12, 2019. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud immediately after the specified closing time.

Major items of work include approximately: 475 Cubic Yards of Common Excavation, 95 Lineal Feet of Curb & Gutter, Combined (AE), 96 Square Yards of Concrete Sidewalk Ramps (AE), 5730 Square Yards of 4” Concrete Sidewalk (AE), 27 Square yards of 6” Concrete Pavement, 100 Lineal Feet of 24” PEP Culvert pipe, 40 Lineal Feet of 6” PVCP Culvert pipe, 1360 Square Yards of Aggregate Surfacing, 43 Square Yards of Brick Pavers and Seeding, and other appurtenances.

 Bidding Documents: Electronic copies of the bidding documents may be obtained thru the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any, and Plan Holders list will also be available through the EBH website Plan Room. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Hard copies of the Bidding Documents are available at the Engineer’s office upon deposing $150.00 per set. No refunds will be made. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

This project is partially funded by the KDWPT Recreational Trails Program, Project Number NRT2019-6. Attention of bidders is particularly called to the requirements which must be complied with such as: ‘Buy America’ materials provision, State of Kansas Form DA-146a, and FHWA-1273 (Revised May 1, 2012) Required Contract Provisions Federal-Aid Construction Contracts.

Davis-Bacon Act Wage Requirements: This project is exempt from Davis-Bacon Act requirements.

Nondiscrimination in Employment: Bidders on this work will be required to comply with the presidents Executive Order No. 11246 as amended. Requirements for bidders and contractors under this order are explained in the specifications. Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.).

Debarred or Suspended Contractors: Bidders must certify that, to the best of its knowledge and belief, it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from covered transactions by any federal department or agency. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.epls.gov are not eligible for award of any contracts funded by the KDWPT Recreational Trails Program.

Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

Owner reserves the right to waive irregularities or to reject any or all bids.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
