The City of Hillsboro, Kansas will receive sealed bids for the construction of Water Service Improvements 2019 at the City Hall, 118 E. Grand, Hillsboro, KS 67063, until 1:30 P.M.(CDT), Thursday, August 1, 2019 . Bids received after this time will not be accepted. Bids will be publicly opened and read aloud immediately after the specified closing time.

Major items of work: The City of Hillsboro has recently completed a water distribution improvement project including new service connections and meters on newly installed water mains. This project will consist of removing existing meters and installing new AMR meters, or new service connections on the balance of the services in town. It is estimated that approximately 1000 services will be involved. The existing mechanical meters will be replaced with Sensus iPERL or OMNI C2 radio read meters and pit transceivers. It is estimated that approximately 400 – 5/8” meters will need to be removed and replaced, 200 connections will need to have the existing meter cans, setters, meters, and lids removed, and a new 5/8” X 3/4” or 1” service connection installed; 340 – 1” meters will need to be removed and replaced, 25 – 1.5” meters will need to be removed and replaced, 24 – 2” meters will need to be removed and replaced, and 3 – 3” meters will need to be removed and replaced. Owner will provide in-field direction as to which locations receive meter replacements and which locations receive new service connections.

All new meters will need to have a pit transceiver installed. The existing meter lids will remain on the meters that are being removed and replaced. All materials removed will be City property and shall be delivered to the City water treatment plant. A meter work order shall be completed for each meter/service connection completed. All backfill shall be compacted so that no settling occurs.

All of the iron and steel products used in this project must be produced in the United States and certifications of such production must be provided to the owner prior to installation.

Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Project Funding– This project is funded by the Kansas Public Water Supply Revolving Loan Fund provided by the Kansas Department of Health and Environment (KDHE).

Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.sam.gov are not eligible for award of any contracts funded by the KDHE State Revolving Fund programs.”

Anti Lobbying All contracts and subcontracts exceeding $100,000 at any tier under a KPWSLF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.

Davis Bacon Wage Determination – Conditions of employment to be observed and minimum wage rates to be paid under the contract (Davis Bacon Act), Section 3 of 1968 Housing & Urban Development Act.

American Iron and Steel – All of the iron and steel products used in the project must be produced in the United States. The term ‘‘iron and steel products’’ means the following products made primarily of iron or steel – lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. A Certification form must be submitted with the bid documents.

 Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

 Owner reserves the right to waive irregularities and to reject bids.
