ProjectsLeoti Street Improvements 2021
The City of Leoti, Kansas will receive sealed bids for the construction of LEOTI STREET IMPROVEMENTS 2021 at the City Hall, 406 S. 4th, P.O. Box 7E, Leoti, KS 67861, until 2:00 P.M. Local Central Time, Thursday, January 7, 2021. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud immediately after the specified closing time.
Major items of work include: 2,500 cubic yards of common excavation, 155 cubic yards of rock excavation, 8900 square yards of 4” aggregate base and geosynthetic reinforcement, 1,225 lineal feet of curb and gutter combined, 8,175 square yards of 6” concrete pavement, 350 square yards of 8” concrete valley gutter, 50 square yards of 4” sidewalk, 6 each water valve box adjustment, 7 remove / reset mailboxes, traffic control, erosion control and appurtenances.

Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Project Funding – This project is partially funded by Community Development Block Grant # 20-PF-006 provided through the Kansas Department of Commerce. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Federal prevailing wage rates to be paid under the contract (Davis Bacon Act), Section 3 of 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act and Executive Order 11246, and the Civil Rights Act of 1964.
Equal Employment Opportunity – Bidders on this work will be required to comply with the presidents Executive Order 11246 (Equal Employment Opportunity) as amended. Requirements for bidders and contractors under this order are explained in the specifications.
Anti-Discrimination – “Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.)”.
Responsibilities of Participants Regarding Transactions – “Bidders must fully comply with Subpart C of 2 CFR Part 180 and 2 CFR Part 1532, entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.sam.gov are not eligible for award of any contracts funded by Community Development Block Grant Funds.
Davis Bacon Wage Determination – Conditions of employment to be observed and minimum rates to be paid under the contract (Davis Bacon Act), Section 3 of 1968 Housing & Urban Development Act. Bidders attention is directed to the Davis-Bacon Labor Standards Contractor’s Guide to Prevailing Wage Requirements for Federally-Assisted Construction Projects located at: https://www.hud.gov/sites/documents/4812-LRGUIDE.PDF.
Labor Standards: The prevailing wage rates of the State of Kansas apply to this contract as do any requirements of the State of Kansas associated with the use of these State Prevailing wages. The prevailing wage rates of the Department of Labor apply to this project.
Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.
Owner reserves the right to waive irregularities and to reject bids.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
