The City of Marion, Kansas will receive electronically submitted bids for the construction of 2.4kV to 12.47kV/7.2kV Conversion 2021 at the on line EBH Plan Room , until     10am, Tuesday, June 15, 2021             Bids received after this time will not be accepted.  Bids will be publicly opened and read aloud immediately after the specified closing time.

Major items of work include: Work consists of

  1. Convert the system voltages from 2.4kV L-G to 12.47kV/7.2kV on the Circuit-Hospital, Circuit-Waterplant, Circuit 3, and Circuit-5 feeds;
  2. Replace undersized and legacy conductor on the new main feeds to meet or exceed the downline specifications;

and

  1. Retire unleaded feeds from decommissioned lines.

The Issuing Office for the Bidding Documents is:

 Bidding Documents may be examined at City Hall in Marion, Kansas, Monday through Friday between the hours of 9:00 to 12:00 a.m. and 1:00 to 4:00 p.m.

 Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Anti-Discrimination – “Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.)”.

Anti Lobbying All contracts and subcontracts exceeding $100,000 at any tier under a KPWSLF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.

Bid security in the amount of Five percent(5%) of the bid shall accompany each bid in accordance with Instructions to Bidders.

 Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Federal prevailing wage rates to be paid under the contract, Section 3 of the 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act and Executive Order 11246, and the Civil Rights Act of 1964.

 Owner reserves the right to waive irregularities and to reject bids.
