Sealed Bids for the construction of Water System Improvements 2020 will be received, by the City of Minneola, Kansas, addressed as follows:  Brenda Stewart, City Clerk, 126 Main St., Minneola, KS 67865 or City of Minneola, PO Box 156, Minneola, KS 67865 until 1:30 P.M, Thursday, February 18, 2021. Bids will be publicly opened and read aloud immediately after the specified closing time in the City Hall, 126 Main St., Minneola, KS. Bids received after this time will not be accepted.  Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis.

Work consists of: The major items of work include water line improvements: the replacement of cast iron lines and glue-joint PVC with approximately 90 linear feet of 4”, 2,910 liner feet of 6”, and 13,070 linear feet of 8” bell joint PVC pipe; six bored and encased highway crossings and one bored and encased railroad crossing; installation of 19 new fire hydrants, 110 valves, and 130 service connections using existing water meters; replacement of the pump, motor and appurtenances in one well; electrical and general improvements to three well houses and power at existing water tower; removing and replacing paving, sidewalk, curb, and gutter damaged by water line installation; installation of a SCADA system; remove and replace surfacing; and other appurtenances.

Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com\plan-room, by entering your information in the required fields. Addenda, if any, and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $175.00 per set. No refunds will be made.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

 Pre Bid Conference: A pre-bid conference is not scheduled.

Project Funding: This project is funded by Rural Development funds provided by the United States Department of Agriculture.

Labor Standards: The prevailing wage rates of the State of Kansas do not apply to this contract as do any requirements of the State of Kansas associated with the use of these State Prevailing wages. The prevailing wage rates of the Department of Labor do not apply to this project.

Bid security: Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

American Iron and Steel Requirements: Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver {add project specific waivers as applicable} apply to this contract.

Owner reserves the right to waive irregularities and to reject bids.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
