General Notice

The City of Victoria, Kansas (Owner) is requesting Bids for the construction of the following Project:

Water System Improvements 2019 – Part 3 – Water Wells

 Bids for the Victoria Water System Improvements – Part 3 – Water Wells will be received by hard copy at City Hall, 1005 4th Street, Victoria, Kansas 67671, or electronically on the online plan room of the engineer: www.ebhengineering.com/plan-room, until Thursday, July 15, 2021, at 2 P.M. local time. At that time, the Bids received will be publicly opened and read immediately after the specified closing time. Interested persons may attend live bid opening in person or by live teleconference by dialing (785) 289-5712 and entering conference ID 965707771#. A link to the video feed of the bid opening will be sent to plan holder’s email addresses on the day prior to bid opening. Bids received after this time will not be accepted. Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis.

 The Project includes the following Work:

Constructing two (2) new KDHE approved public water supply wells to offset and replace existing City Wells 13 and 14, including 24-inch diameter bore hole, 12-inch casing and screen, approximately 52 to 65 feet in depth; pitless units; well pads; meter vaults; connection piping; electrical work; telemetry work (telemetry contractor is Don’s Electric and Rewind, Ellis, KS); test holes; and plugging and abandonment of existing production wells. Project geologist services provided by Owner.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 to 12:00 p.m. and 1:00 to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Bidding Documents may be obtained at the Engineer’s office upon depositing $100.00 for each paper set. No charge for electronic copies. No refunds will be made. Checks for Bidding Documents shall be payable to EBH & Associates, P.A. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Pre-bid Conference: A pre-bid conference is not scheduled.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

The following waivers apply to this Contract:

                De Minimis,

                Minor Components,

                Pig iron and direct reduced iron.
