The City of WaKeeney, KS 67672, Kansas will receive sealed bids for the construction of Swimming Pool Park Trail 2020 at the City Hall, 408 Russell Avenue, WaKeeney, KS 67672, until 10:00 A.M., Thursday, July 16, 2020. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud immediately after the specified closing time.
Major items of work include: approximately 175 Cubic Yards of Common Excavation, 11 Cubic Yards of Rock Excavation, 831 Square Yards of 4” Concrete Sidewalk, 12 Square yards of 8” Concrete Pavement, 119 Lineal Feet of Combined Curb & Gutter, and 65 Square Yards of ADA Curb Ramps.
Bidding Documents may be examined at City Hall in WaKeeney, Kansas, at the Engineer’s office Monday through Friday between the hours of 8:00 to 12:00 a.m. and 1:00 to 5:00 p.m., and at:

Bidding Documents: Electronic copies of the bidding documents may be obtained thru the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any, and Plan Holders list will also be available through the EBH website Plan Room. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Hard copies of the Bidding Documents are available at the Engineer’s office upon deposing $150.00 per set. No refunds will be made. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Funding: This project is partially funded by the KDWPT Recreational Trails Program, Project Number NRT2020-1. Attention of bidders is particularly called to the requirements which must be complied with such as: ‘Buy America’ materials provision, State of Kansas Form DA-146a, and FHWA-1273 (Revised May 1, 2012) Required Contract Provisions Federal-Aid Construction Contracts.
Davis-Bacon Act Wage Requirements: This project is exempt from Davis-Bacon Act requirements.
Nondiscrimination in Employment: Bidders on this work will be required to comply with the presidents Executive Order No. 11246 as amended. Requirements for bidders and contractors under this order are explained in the specifications. Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.).
Debarred or Suspended Contractors: Bidders must certify that, to the best of its knowledge and belief, it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from covered transactions by any federal department or agency. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.epls.gov are not eligible for award of any contracts funded by the KDWPT Recreational Trails Program.
Buy America Provision: Current federal regulations require the use of domestic iron and steel on federal- aid projects with limited exceptions. On federal-aid projects, use only iron and steel that have been manufactured, produced and processed in the United States. This includes any federally non-participating items. Refer to Attachment B – Required Contract Provisions – Federal-Aid Construction Contracts – “BUY AMERICA” Materials.
Bid Security: in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.
Owner reserves the right to waive irregularities and to reject bids.
No bidder may withdraw his bid within 60-days after the actual date of the opening thereof.
