EBH worked with the City of LaCrosse and KDHE to design a lagoon system that would use less energy than the existing mechanical plant, be easier to maintain, and generate a cleaner effluent. The aging mechanical plant was becoming inadequate, and the city was unable to meet discharge permits with the large amount of sludge that had built up in the oxidation ditch. Also, grease would accumulate in the wetwell and had to manually be broken up. Hydrogen sulfide gas in the pump station corroded iron and concrete.

The contractor constructed a three cell wastewater lagoon system to provide higher quality effluent than the aging mechanical plant. The new system uses less power and requires less maintenance. The project details included:
- Installation of new pump station and forcemain
- Additional ozone system to eliminate grease and odor in wetwell
- Installation of irrigation line from third cell
- Installation of SCADA system to record daily flows and alert operators in case of emergency
