Bids for the Sumner County Rural Water District No. 6 US-160 Water Line Relocation 2026 project will be received in-person at the Winfield KDOT Area Office – 2nd Floor Conference Room at 7093 US 160 Highway, Winfield, Kansas 67156, or electronically on the online plan room of the engineer: www.ebhengineering.com/plan-room, until Tuesday, September 15, 2026, at 11:30 A.M. local time. At that time the Bids received will be publicly opened and read via telephone and video conference immediately after the specified closing time. Interested persons may listen to a live teleconference of the bid opening by dialing 1-785-289-5712 and entering conference ID 566049003#. A link to the video feed of the bid opening will be sent to plan holder’s email addresses on the day prior to bid opening. Bids received after this time will not be accepted. Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis.

Major items of work: Installation of approximately 1,100 L.F. of 2”, 8,000 L.F. of 3”, 10,600 L.F. of 4” PVC water line consisting of open trenching, boring, and encasing; four (4) 2-inch, four (4) 3-inch and five (5) 4-inch gate valves; extra-long and short service connections; short service tie-ins; air release valves; water line markers; test stations; traffic control; erosion control; seeding; and appurtenances.

Bidding Documents: Electronic copies of the bidding documents may be obtained by e-mailing the Engineer. Addenda, if any, and Plan Holders list will be distributed by e-mail. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are distributed to the Contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Project Funding – This project is funded as a component of KDOT Project No. 160-096 KA-5805-01 (Federal Aid Project No. ACSTP-A580(501).

Anti-Discrimination – “Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.)”.

Buy America – All iron and steel permanently incorporated into the project shall have been manufactured, produced and processed in the United States. Further details regarding compliance with Buy America included in the Bidding Documents.

Buy America & Build America Buy America Act (BABAA) – Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. Further details regarding compliance with BABAA are included in the Bidding Documents.

Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

Owner reserves the right to waive irregularities and to reject any or all bids.

No bidder may withdraw his bid within 60-days after the actual date of the opening thereof.
