Sealed Bids for the construction of Water System Improvements 2019 – Part 1 – Water Line will be received, by the City of Victoria, Kansas, addressed as follows: Mary Pfeifer, City Clerk, 1005 4th St., Victoria, KS 67671 or City of Victoria, PO Box 87, Victoria, KS 67671 until Thursday, April 16, 2020, at 1:00 P.M. (CT.) Bids will be publicly opened and read aloud immediately after the specified closing time in the City Hall, 1005 4th St., Victoria, KS. Bids received after this time will not be accepted. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis.

Work consists of: Water transmission and distribution system improvements including: 9,880 l.f. of 4”, 4,080 l.f. of 6”, 460 l.f. of 8”, and 2,100 l.f. of 12” AWWA C900 PVC water line; 1,455 l.f. directional boring; 70 l.f. bore and jack railroad crossing; 46 gate valves; 4 fire hydrants; 51 service tie-ins/connections; 2 master meter vaults; pump station improvements; paving; seeding; traffic control; erosion control; and appurtenances. Option 1 includes installing 1,745 l.f. of 8” AWWA C900 PVC in place of 6”, including valves, fittings, boring, and appurtenances.

 Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any, and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $175.00 per set. No refunds will be made. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

 Pre Bid  Conference: A pre-bid conference is not scheduled.

Railroad Crossing Permit: Permit application is pending. See Section 33 05 09 for additional details.

Project Funding: This project is funded by Rural Development funds provided by the United States Department of Agriculture.

Labor Standards: The prevailing wage rates of the State of Kansas do not apply to this contract as do any requirements of the State of Kansas associated with the use of these State Prevailing wages. The prevailing wage rates of the Department of Labor do not apply to this project.

 Bid security: Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.

 American Iron and Steel Requirements: Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.

Owner reserves the right to waive irregularities and to reject bids.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
